Onboarding Compliance & HR Administrator

Job Purpose
To coordinate and manage the end-to-end onboarding and compliance process for all employees, ensuring full compliance with HSE requirements, Irish employment legislation, and internal company policies.
This role ensures all employees are fully vetted, trained, and legally compliant before commencing work, while delivering a supportive and values-driven onboarding experience.
Key Responsibilities
1. Recruitment Compliance & Pre-Employment Checks
Certify and sign off the full onboarding compliance process for all new hires and ensure aligned with HSE and company policies.
Certify completion and verification of:
Garda Vetting (via National Vetting Bureau)
Reference checks (minimum two, including most recent employer)
Right to Work documentation (in line with Employment Permits Acts)
Qualification verification (QQI Level 5 or equivalent where required)
Professional registration (if applicable)
Proof of identity and address
Maintain compliance tracker for all new starters
Ensure employee files meet HSE audit standards

2. HR Administration
Prepare contracts of employment in line with:
Employment (Miscellaneous Provisions) Act 2018
Organisation of Working Time Act 1997
Terms of Employment (Information) Acts
Set up employees on SharePoint and OneTouch systems
Maintain accurate employee records in line with:
General Data Protection Regulation
Data Protection Acts 1988–2018
Track probation periods and contract renewals
Support HR reporting requirements

3. HSE & Regulatory Compliance
Ensure onboarding meets HSE Home Support Service Requirements
Maintain audit-ready employee files
Monitor mandatory training compliance
Support preparation for HSE audits and inspections
Maintain compliance matrix and renewal schedules

4. Employee Onboarding Experience
Coordinate induction sessions
Ensure all new hires receive:
Employee handbook
Policies & procedures
Code of conduct
Values framework
Act as first HR point of contact for new employees
Provide supportive communication throughout onboarding

5. Policy & Process Support
Assist in development and updating of HR policies in line with Irish legislation
Monitor legislative updates and flag required policy changes
Support internal HR audits
Contribute to continuous improvement initiatives
Key Performance Indicators (KPIs)
100% compliance completion before start date
Zero non-compliance findings in HSE audits relating to employee files
Positive new starter feedback
Person Specification
Essential Qualifications
Degree or Diploma in HR, Business Administration, or related field
Minimum 2 years’ experience in HR administration or compliance role
Experience in healthcare, homecare, or regulated environment preferred
Essential Knowledge
Irish employment legislation
HSE home support requirements
GDPR and data protection
Understanding of Garda Vetting process

Strong organisational and time management skills
Ability to manage high-volume onboarding
Excellent written and verbal communication skills
