Experienced HR Generalist required to support recruitment, employee relations, and compliance in a homecare setting, ensuring HR practices align with Irish employment law and HSE standards.

Role Purpose
To deliver end-to-end HR generalist support, ensuring legal compliance, safe recruitment, effective employee relations, and positive employee experience. The HR Generalist will support operational leaders to maintain high-quality, person-centred care through robust people practices aligned with Irish legislation, HSE service requirements, and internal values.
Key Responsibilities
1) Recruitment, Vetting & Onboarding
Coordinate end-to-end recruitment and support roles.
Ensure recruitment practices are aligned with company expectations (including identity checks, references, qualification checks, right to work, employment permits where applicable).
Coordinate Garda Vetting processes as required and maintain records securely.
Support hiring managers with role profiles, interview guides, shortlisting and selection processes.
Deliver structured onboarding and probation processes; ensure all pre-employment compliance is completed in line with company and HSE requirement.
2) HR Administration & Employee Lifecycle
Maintain accurate HR records, contracts, amendments, job changes, and personnel files in line with GDPR and data guidelines/principles.
Issue contracts and documentation compliant with Irish law (e.g., terms of employment, probation, handbooks, policies).
Support timekeeping/leave processes, ensuring correct handling of annual leave, public holidays, maternity/paternity/parent’s leave, sick leave (including statutory sick pay), and other statutory entitlements.
Produce HR letters and documentation (disciplinary, grievance, performance, outcome letters) with appropriate templates and audit trails.
3) Employee Relations (ER) & Case Management
Provide advice and support to managers on ER issues, ensuring fairness, consistency, and adherence to the company’s procedures and the Workplace Relations Commission (WRC) Code of Practice principles.
Support disciplinary, grievance, capability, probation, dignity at work and bullying/harassment processes.
Assist with investigations, note taking, documentation, and outcome drafting.
Support absence management (including return-to-work, welfare meetings, medical referrals where applicable).
Promote early resolution and respectful communication in line with company values.
4) Compliance, Policies & Governance (HSE/Regulatory Readiness)
Maintain and update HR policies and procedures in line with Irish legislation and sector standards (e.g., safeguarding, protected disclosures, dignity at work, disciplinary, grievance).
Support readiness for audits/inspections and contract compliance expectations relevant to home support services.
Maintain training compliance oversight (e.g., mandatory training, safeguarding, infection prevention & control, manual handling where relevant).
Support safeguarding and incident reporting culture by ensuring employee awareness and knowledge for raising concerns, and that HR processes support this practice.
5) Learning, Performance & Culture
Coordinate performance review cycles and support managers with goal-setting and development planning.
Identify training needs with operations; help source and track relevant learning.
Support engagement initiatives, recognition, and wellbeing actions to improve retention in the company.
Contribute to communications that reinforce a person-centred, respectful culture.
6) HR Metrics & Reporting
Provide monthly HR reporting (headcount, turnover, recruitment pipeline, absence, ER caseload, training compliance).
Track trends and recommend improvements to reduce attrition and improve workforce stability.
7) Collaboration & Stakeholder Support
Partner with operations, scheduling/coordination teams, and quality/safeguarding functions to ensure processes are supported and delivery.
Liaise with external bodies as required (e.g., occupational health provider, training providers, legal advisors).
8) Other
Participate in HR projects (HRIS improvements, policy rollouts, engagement programmes).
Carry out additional duties appropriate to the role.

Job Specification (Person Profile)
Essential Qualifications / Knowledge
Recognised HR qualification or progress toward one (e.g., CIPD or equivalent).
Strong working knowledge of Irish employment legislation, including:
Unfair Dismissals, Employment Equality, Organisation of Working Time, Payment of Wages
Industrial Relations frameworks and WRC best practice principles
Leave entitlements and statutory sick pay
GDPR/data protection requirements for HR
Understanding of regulated/care environments (homecare, disability, older persons services) and the importance of safeguarding and recruitment.
Essential Experience
5+ years’ HR generalist experience.
Experience supporting employee relations processes (disciplinary/grievance/probation/absence).
Experience drafting HR documentation and maintaining HR files accurately.
Experience supporting recruitment and onboarding at pace (high-volume hiring beneficial).
Desirable
Experience in healthcare/homecare or another regulated sector.
HRIS experience and HR reporting/metrics.
Experience supporting training compliance frameworks.
Knowledge of employment permits/immigration processes (where applicable).
Skills & Competencies

Strong interpersonal skills; able to influence and coach managers.
